5. How many cases have been received and dealt with to date? What is the average time for a decision? As of close of business on 27 January 2023, Redress Scotland had received a total of 476 applications from the Scottish Government. Of these, 454 applications related directly to applications for redress. The remaining 22 applications related to legal fees and expenses.
Over the same period, Redress Scotland had made decisions on 408 applications. Of these, 391 related directly to applications for redress. The remaining 17 applications related to legal fees and expenses.
The average processing time for all applications completed up to close of business on 27 January 2023 was just under 23 working days. This excludes exception time. This might be where an application has been returned to the Scottish Government to resolve incoming quality issues. Another reason for exception time might be when a panel need to ask an applicant for more information so they can make their decision.

Under section 106 of the Redress for Survivors (Historical Abuse in Care) (Scotland) Act 2021 (“the Act”). Paragraph 9 of the guidance states: “Applicants do not have a statutory right to meet Redress Scotland to make oral representations on their application; this process is only at Redress Scotland’s invitation where oral representations are considered necessary.”
To date, Redress Scotland have had 5 application where an in person meeting has been conducted. Redress Scotland will publish their annual accounts in September 2023. Information regarding how many application have been processed will be included in this.
